The National Guarantor for the Rights of Persons Detained or Deprived of Liberty, Mauro Palma, and the president of Unicef Italy, Carmela Pace, signed a three-year memorandum of understanding to promote children's rights, focusing especially on the children of inmates. The agreement specifically aims to spread the culture of human rights, with a special focus on all those children of imprisoned parents living in harsh circumstances.

Among other things, the protocol provides for the implementation of training initiatives for prison administration staff, or, more generally, for those who work in the prison world in various capacities, aimed at promoting awareness of the UN Convention on the rights of children and adolescents in prison facilities located throughout the country; the sharing of models that make it possible to avoid, as much as possible, the detention of children in prison; the promotion of training projects and educational paths on the protection of human rights, with particular attention to the rights of children and adolescents.

The document also aims to raise awareness of the culture of children's rights and to identify ways of intervening to facilitate a harmonious bond with one's parent when a person in lawful custody is the mother of children under the age of 10.
