Fifth report on the state of implementation of Law 149/2001

The Fifth report on the state of implementation of Law 149/2001 - which covers the years 2017-2020 - illustrates quantitative and qualitative data on the avoidance of removal from families of origin, family fostering, residential services and national and international adoption, and details the outcomes of the survey on the implementation of the law conducted by the Department for Juvenile and Community Justice of the Ministry of Justice through the juvenile courts and juvenile prosecutors' offices.

Drawn up in conjunction by the Ministry of Justice and the Ministry of Labour and Social Policies, with the collaboration of representatives of the Unified Conference and experts from the Istituto degli Innocenti, it accompanies the data with an in-depth analysis of the international, European, national and regional regulatory framework on the placement of children and adolescents outside the family, and on the actions taken by the Regions and Autonomous Provinces in recent years with respect to the areas covered by Law 149/01.

It also addresses the issue of the Covid 19 pandemic, which characterised the years 2020 and 2021 with a significant health, social and economic impact on the lives of children, families and the functioning of child welfare and protection services, outlining the main aspects of the impact of the pandemic on children and how services are responding to the new needs that have arisen as a result of the emergency.
