The impact of the Covid-19 pandemic on education and culture: the effects on society and the Resolution 2411 (2021) of the Parliamentary Assembly of the Council of Europe

The cultural and educational sectors have been badly affected by the crisis caused by the Covid-19 pandemic.

The pandemic has had a very negative impact, and will inevitably continue to have a negative impact, on the lives of older people and those of children and adolescents.

One of the measures put in place to combat the spread of the virus has been the closure, for long or short periods, of all cultural and entertainment venues (cinemas, theatres, concert halls, museums). Schools were also closed and teaching had to be reorganised in such a way as to continue to guarantee the students' right to an education.

Specifically, with regard to the right to education since the pandemic started, in order to try to minimise the impact on the school system as much as possible, the whole world has adopted new teaching methods, using new digital technologies such as distance learning and integrated digital teaching.

The European Union has taken steps to ensure that the education and culture sectors are supported by creating the European Emergency Recovery and Resilience Fund, which has been granted an increased budget for 2021-2027.
