The resources that are transferred to the Beneficiary Cities can be used only for the purposes established by Law no. 285, so they fund projects concerning services to children and adolescents. 

Starting from the earmarking of funds for the year 2010, the payment system was changed with the introduction of an appointed official. With the new form of payment order, the Government credits the funds directly to the Municipal budget, thus streamlining operations and eliminating the obligation for Beneficiary Cities to use the funds by 31 December of the current year.
