The Inkwell and Rainbow - Guidelines for designing and building the Local Plan under  Law No. 285/1997 - a working tool aimed at supporting and facilitating the planning process at the local level for the implementation of Law No. 285/1997.

Issues related to the phases of the programming process required by the law for the elaboration of the local plan of intervention are addressed in a systematic way. For each phase of the planning process, ideas and experience, legislative and bibliographical references and methodological indications are provided. The volume is enriched with an appendix containing, among other things, a large list of glossary entries and indexes that allow a cross-cutting consultation of the contents, according to reading pathways that can be defined directly by the reader.
